M5 flap belcrank bracket mystery.

I have a question about a bracket in the flap belcrank area. i have been maintaining the aircraft for a while now and have always been baffeld by this bracket with a tang on it that has no apparent location to be mounted. there is no mention of it in the i.p.c. here is i pic of the bracket. any help would be great.

the picture you posted is of the gust lock attach bracket, with the actual gust lock removed. they are often removed when they get out of adjustment and no longer function properly, or for other reasons in a quest for more flap deployment. but most of the time that entire bracket(with the 2 elongated holes) is removed and replaced with a bracket from an early M5 or M4 that did not have the gust locks.
